Health Minister Mark Butler has outlined his $2 billion plan to establish a new scheme called “Thriving Kids”, targeted at supporting children with development delays and autism.
He aims to start this service by July 2026, with an aim to directing children to Thriving Kids instead of the NDIS by July 2027.
The latest NDIS pricelist issued July 2025 included a number of changes for:
- Nursing & Support Workers
- Therapy Services (incl therapy travel pricing)
- Support Coordination and Recovery Coaches
- Plan Management

Categories of NDIS funding will be split into instalments over the life of the NDIS plan, with a specified amount made available in “Funding Periods“. Participants can spend up to the amount of funding available in each Funding Period.
From January 1, 2025, individuals applying to join the NDIS will receive an access decision letter outlining the basis of their eligibility.
This decision will clarify whether they qualify based on: Disability criteria, Early intervention requirements, Or a combination of both
This letter will also include a list of impairment categories that apply to the participant.

An “NDIS Support” refers to what can and cannot be funded by the scheme.
The list of 37 approved supports is extremely detailed and largely includes items or services directly linked to managing a disability. The NDIS has also created a list of items that you cannot spend your funding on.

Major changes to the NDIS legislation took effect from 3 October 2024, introducing a new definition of NDIS supports, total budget amounts for plans, a new claims and payments framework, and the power for the NDIA to adjust plan management.
