NDIS Reform Timeline 2026-2030: Key Changes Every Provider Should Know

NDIS reform timeline

This resource is for NDIS providers and covers the upcoming timeline of major reforms between 2026 and 2030.

The NDIS is undergoing its biggest reforms since it was introduced. Providers can expect changes to registration requirements, participant assessments, support coordination, compliance obligations, and the introduction of Foundational Supports.

Understanding these changes now can help you prepare your business, remain compliant, and continue delivering quality supports to participants.

Mandatory SIL Registration Begins

From 1 July 2026, all providers delivering Specialist Disability Accommodation (SDA) enrolled dwelling support services and Supported Independent Living (SIL) supports will need to be registered with the NDIS Commission.

This change aims to strengthen safeguards for participants receiving higher-risk supports.

What this means for providers:

  • Complete the NDIS registration process
  • Meet relevant Practice Standards and undergo an audit
  • Maintain compliance systems, policies, incident management and complaints requirements

Providers currently operating as unregistered SIL providers should begin preparing well before the deadline.

2026 – 2027

New Assessment and Planning Processes

The NDIS is moving toward a more consistent approach to assessing participant needs and determining budgets, shifting from the old report-based model to structured “support needs assessments.”

Key changes being introduced:

  • Introduction of “New Framework Plans” with flexible and stated budgets
  • Standardised needs assessments replacing reliance on requested services
  • Structured funding periods, with funds released quarterly rather than all at once

For providers, this means placing more focus on documenting outcomes. You may need to help participants gather evidence that clearly shows how your support improves their daily life.

Changes to Support Coordination

Support Coordination remains an important part of the NDIS, but reforms are being considered to improve consistency and participant outcomes.

Current discussions include:

  • Greater oversight of support coordination services
  • Improved conflict of interest management
  • New commissioning and delivery models
  • Stronger quality requirements

Many details are still being developed. Providers delivering support coordination services should stay informed and be prepared for future regulatory changes.

Foundational Supports Rollout

Foundational Supports are being developed to provide disability supports outside the NDIS for people who may not meet NDIS access requirements but still require assistance.

Examples may include:

  • Community-based supports and early intervention
  • Information and navigation services
  • Capacity-building programs

This could change referral pathways, create new service opportunities, and alter demand for some NDIS-funded supports.

Providers may need to adapt their service models and be ready to offer more supports as these programs are introduced.

Expansion of Provider Registration and Compliance

The Australian Government has announced a staged approach to expanding mandatory registration across the NDIS market, with reforms expected to increase oversight in areas considered higher risk.

Future registration requirements may apply to:

  • Personal care supports
  • Community access and daily living supports
  • Other support categories identified through future reforms

Providers should expect greater scrutiny around service quality, incident reporting, restrictive practices, worker screening, record keeping and complaints management. Strong governance and compliance systems will become increasingly important.

What Providers Should Do Now

Early preparation can reduce disruption and help you adapt to changes as reforms continue to roll out. You can prepare by:

  • Reviewing compliance systems and strengthening governance processes
  • Monitoring NDIS Commission updates and preparing for future registration requirements
  • Improving documentation and evidence collection with a focus on outcomes
  • Training staff on regulatory obligations
