Mandatory SIL Registration in 2026: What Providers Need to Do Now

From 1 July 2026, Supported Independent Living (SIL) providers will come under mandatory registration with the NDIS Quality and Safeguards Commission.

This is a big change for providers, participants and families. It affects who can deliver SIL, what providers need to do, and when they need to act.

The most important thing to know is this:

Not every SIL provider has to be fully registered by 1 July 2026, but providers do need to understand which pathway applies to them.

What is SIL?

Supported Independent Living, or SIL, is help with daily tasks in a shared or individual living arrangement.

It is usually for participants who need regular support at home, often across most of the day.

SIL may include help with:

  • personal care
  • meal preparation
  • daily routines
  • household tasks
  • overnight support
  • developing independence at home

SIL is different from a few hours of support at home each week. It is usually a more structured home and living support package.

What is changing?

From 1 July 2026, providers delivering SIL will need to be registered, or be in the correct transition process.

The NDIS Commission is introducing a new registration group:

0138 – Assistance with supported independent living

This new group is being introduced specifically for SIL.

Who needs to act?

1. Registered providers already delivering SIL under registration group 0115

If you are already registered for 0115 – Assistance with daily life tasks in a group or shared living arrangement and you are already delivering SIL before 1 July 2026, you do not need to submit a new application.

The NDIS Commission will update your registration certificate to include the new registration group:

0138 – Assistance with supported independent living

You must comply with the new SIL Practice Standards from 1 July 2026.

You will be audited against the new SIL Practice Standards at your next audit.

2. Registered providers who do not have 0115 but want to deliver SIL

If you are registered with the NDIS Commission but do not currently have registration group 0115, you will need to apply to vary your registration.

Before 1 July 2026, you need to apply for registration group 0115.

From 1 July 2026, you need to apply for the new registration group 0138.

You cannot deliver SIL unless the correct registration has been approved.

3. Unregistered providers already delivering SIL

If you are an unregistered provider already delivering SIL, including if you are a sole trader, you can continue delivering SIL during the transition period if you submit a valid registration application by the deadline.

The key deadline is:

1 October 2026

By this date, you must submit a valid application for registration group:

0138 – Assistance with supported independent living

If you submit a valid application by 1 October 2026, you may continue delivering SIL while your application is being assessed.

What happens if a provider does not apply?

If an unregistered provider does not submit a valid application by 1 October 2026, they must stop delivering SIL.

Providing SIL without registration from 1 July 2026 may breach the NDIS Act.

The NDIS Commission states that penalties may apply, including a maximum penalty of 2 years imprisonment, 120 penalty units, or both.

This is why providers should not leave registration preparation until the last minute.

What should providers do now?

If you deliver SIL, now is the time to check your position.

  • Check whether you are already registered.
  • Check whether you have registration group 0115.
  • Confirm whether the supports you deliver are SIL.
  • Review the new SIL Practice Standards.
  • Prepare your policies, systems and evidence for audit.
  • Start your registration or variation process early.

What does this mean for participants and families?

If you or someone you care for receives SIL, you do not need to panic.

But it is a good idea to ask your provider:

  • Are you already registered with the NDIS Commission?
  • Are you registered for 0115?
  • Will you be transitioned to the new 0138 registration group?
  • If you are unregistered, will you apply by 1 October 2026?
  • How will you keep participants informed during the transition?

This helps you understand whether your provider is preparing properly.

What does this mean for providers?

For providers, this change is about more than paperwork.

Mandatory SIL registration means providers will need to show they have the right systems, safeguards and practices in place to deliver home and living supports safely.

That includes areas such as:

  • participant choice and control
  • risk management
  • incident management
  • worker screening
  • support planning
  • safe service delivery
  • clear records and documentation

The earlier providers prepare, the smoother the transition will be.

Mandatory SIL Registration

Mandatory SIL registration starts from 1 July 2026.

Providers already registered under 0115 and delivering SIL will be transitioned to the new 0138 registration group.

Registered providers without 0115 need to apply to vary their registration if they want to deliver SIL.

Unregistered providers already delivering SIL must submit a valid registration application by 1 October 2026 if they want to keep delivering SIL during the transition period.

For participants and families, this is a good time to speak with your SIL provider and ask how they are preparing.

For providers, the message is simple: check your pathway now, prepare early, and do not wait until the deadline.
